regarding construction of Wal-Mart in Clearbrook
To the government of Roanoke County, Virginia:
Roanoke County's Planning Commission and Board of Supervisors have been asked by Holrob Investments to approve commercial development in Clearbrook, reportedly for Wal-Mart and smaller stores. The site is bounded by Sunset Drive, Clearbrook Lane (Route 674), Franklin Road (U.S. Highway 220), Stable Road (Route 766), and Singing Hills Road (Route 933).
The undersigned person(s) hereby request that Roanoke County deny the rezoning and attach the following additional conditions to any special permit:
- A bus stop must be provided for the use of Valley Metro and the Ferrum Express bus.
- Clearbrook Lane must be extended to reach Stable Lane via a continuous roadway built to VDOT standards, with no perpendicular parking spaces along the shoulder.
- Sunset Drive must be extended to connect Singing Hills Lane and Clearbrook Lane, to provide continuity of the residential community. A parallel paved path for pedestrians and bicycles must be provided for children going to school.
- Grade separation must be anticipated in the design of any intersection with Franklin Road (U.S. Highway 220). The developer must contribute to VDOT an appropriate portion of the cost of that interchange construction.
- All streets serving commercial driveways must have sidewalks, to protect pedestrians from vehicular conflict.
- To limit conflict with residences, all commercial buildings and parking must be located within 250 feet of the median of Franklin Road (U.S. Highway 220).
- To promote stability by assuring a diverse real estate market, no one store may contain more than 50,000 square feet in retail floor area.
- To enhance security, layout and lighting placement must maximize visibility of the parking lot from building exits.
- No commercial building or parking may be visible from the Blue Ridge Parkway, its trails, or its overlooks (an unfortunate oversight of the Wal-Mart in Bonsack, which is now a prominent centerpiece of the view from the Read Mountain overlook).
- No commercial building may be visible from the campus of Clearbrook School during summer.
- No flat, level roof may be visible from any public or residential street, including the proposed route of Buck Mountain Road (Route 679). No flat, level roof may be visible from Roanoke Mountain.
