Franklin County's seven supervisors are elected from election districts. After every census, Franklin County's election districts must be adjusted to equalize the population in each supervisor's constituency.
In 1991, the Board of Supervisors revised the election districts to look like this:
Although Franklin County's election districts changed in 1991, the magisterial districts did not change with them. The Franklin County Board of Supervisors separated the two classes of districts by approving Resolution #37-04-91 (Supervisors Book #22 Page 341):
A bare majority of supervisors have approved a series of rezonings that allow heavy development near Smith Mountain Lake. If this trend continues, the map of magisterial districts will soon look like this:
