PROPOSED APPORTIONMENT

Most apportionments that provide a minimum number of votes per state create tension among three classes of states: those that reach the minimum by formula, those that exceed the minimum, and those that must have seats added to meet the minimum. The population-based formulae below avoid this distinction by eliminating the necessity to distribute extra seats.

Formulae:

• A = INT(0.001145*P^0.5+2);
• B = INT(0.1*P^0.04+0.0000004*P+2);
• C = INT(-P^(-1)+0.00000043*P+2);
• D = INT(0.05*P^0.15+0.00000035*P+2);
• E = INT(0.1*P^0.05+0.0000004*P+2);

where P is state population.

The following table compares each state's current maximum apportionment of delegate seats (based on apportionment of seats in the U.S. House of Representatives), an estimate by the Delegate Apportionment Committee (DAC), and the results of the five formulae.
