A political party does not have to form structures at every conceivable level. Some parties (such as the Southampton party and Rockville Centre's Home Rule party) are local, choosing only to enter municipal elections. Others (such as the NYS Conservative and Liberal parties) exist within a state. There are many national parties. There are parties that run for the European Parliament, but not for constituent governments. There are also a few parties that exist around the world, such as the Greens and Communists. The Greens are local. The Greens are international. The Greens are not national.
