BYLAW AMENDMENT: Nominating Committee
This proposal to amend the GPVA bylaws has gone through the Structural Reform Committee, with comments and changes but no handshake. I am interested in getting it approved in June.
Nominating Committee
- A. Definition
The GPVA shall have a Nominating Committee, accountable to the GPVA and responsible for recommending candidates for GPVA officer positions.
- B. Composition
- 1. Each member of the Nominating Committee must be a member of the GPVA.
- 2. Each Local may appoint one member, a first alternate, and a second alternate to the Nominating Committee.
- 3. The Nominating Committee shall make recommendations for its own officers to the Interim Committee.
- 4. The Interim Committee shall choose officers for the Nominating Committee.
- C. Responsibilities
- 1. The Nominating Committee shall recruit, interview, evaluate, and nominate candidates suitable to serve as GPVA officers, committee members, and committee officers.
- D. Decision Making
- 1. A quorum of the Nominating Committee for conducting business shall be a majority of Locals.
- 2. The Nominating Committee shall strive for consensus in all of its decisions.
- 3. If consensus is not achievable, then approval by a majority of Nominating Committee members shall affirm a decision.
- 4. The Nominating Committee shall report its recommendations at each GPVA quarterly business meeting.
- 5. Each report shall state whether each nominee has been approved by consensus or vote.
- 6. Recommendations of the Nominating Committee shall not be binding on GPVA or its members.
BYLAW AMENDMENT: To add officers
This proposal to amend the GPVA bylaws has gone through the Structural Reform Committee without resolution of concerns. I believe the proposal should be introduced in June and approved in September.
- Add under "Officers":
- Recording Secretary
- A. The GPVA shall establish the position of Recording Secretary.
- B. The Recording Secretary shall be an active member of the GPVA.
- C. The Recording Secretary shall be elected for a term of one year.
- D. Election of the Recording Secretary may take place at any business meeting of the GPVA by consensus or by a majority vote of members present.
- E. Recall of the Recording Secretary may take place at any business meeting of the GPVA by consensus or by a two-thirds vote of members present.
- F. The duties of the Recording Secretary shall be as follows:
- 1. Arrange for recording of the minutes of GPVA business meetings. (This duty may be delegated with common consent or reassigned to meet practical necessity.)
- 2. Distribute at least one draft copy of the minutes to each local within two weeks of the meeting.
- 3. Distribute at least one final copy of the minutes to each local within two weeks of approval.
- 4. Seek to recover and assemble minutes from meetings for which none have been approved.
- 5. These duties may be delegated as necessary.
- Convener
- A. The GPVA shall establish the position of Convener.
- B. The Convener shall be an active member of the GPVA.
- C. The Convener shall be elected for a term of one year.
- D. Election of the Convener may take place at any business meeting of the GPVA by consensus or by a majority vote of members present.
- E. Recall of the Convener may take place at any business meeting of the GPVA by consensus or by a two-thirds vote of members present.
- F. The duties of the Convener shall be as follows:
- 1. Coordinate and assist in plans for and publicity of three or four GPVA business meetings each year. (The hosting local shall be responsible for developing and implementing the plans and publicity).
- 2. Coordinate setting of the agenda for GPVA business meetings.
- 3. Arrange for rotating facilitation of GPVA business meetings, including coverage during relief breaks.
- Webmaster
- A. The GPVA shall establish the position of Webmaster.
- B. The Webmaster shall be an active member of the GPVA.
- C. The Webmaster shall be elected for a term of one year.
- D. Election of the Webmaster may take place at any business meeting of the GPVA by consensus or by a majority vote of members present.
- E. Recall of the Webmaster may take place at any business meeting of the GPVA by consensus or by a two-thirds vote of members present.
- F. The duties of the Webmaster shall be as follows:
- 1. Coordinate Internet communications.
- 2. Contract for continuous Internet service.
- 3. Assist Local Webmasters to interface.
- Historian
- A. The GPVA shall establish the position of Historian.
- B. The Historian shall be an active member of the GPVA.
- C. The Historian shall be elected for a term of one year.
- D. Election of the Historian may take place at any business meeting of the GPVA by consensus or by a majority vote of members present.
- E. Recall of the Historian may take place at any business meeting of the GPVA by consensus or by a two-thirds vote of members present.
- F. The duties of the Historian shall be as follows:
- 1. Assemble archives related to the Green Party in Virginia, including correspondence, minutes, proposals, bylaws, newsletters, and membership records.
- 2. Prepare chronicle of Virginia Green politics for electronic publication.
- 3. Provide reasonable assistance with research and scholarship concerning Green history.
- Electoral Manager
- A. The GPVA shall establish the position of Electoral Manager.
- B. The Electoral Manager shall be an active member of the GPVA.
- C. The Electoral Manager shall be elected for a term of one year.
- D. Election of the Electoral Manager may take place at any business meeting of the GPVA by consensus or by a majority vote of members present.
- E. Recall of the Electoral Manager may take place at any business meeting of the GPVA by consensus or by a two-thirds vote of members present.
- F. The duties of the Electoral Manager shall be as follows:
- 1. Identify opportunities for Greens to be candidates for public office.
- 2. Recruit Greens to be candidates for public office.
- 3. Assure eligibility of prospective candidates.
- 4. Target resources to maximize the number of Green candidates on the ballot for public office in Virginia, including assistance with petition drives as needed.
- 5. Prepare a list of candidates who desire designation on the ballot.
- 6. Target resources to maximize the number of votes received by Green candidates in Virginia.
- 7. Target resources to maximize the election of Green candidates.
- Volunteer Coordinator
- A. The GPVA shall establish the position of Volunteer Coordinator.
- B. The Volunteer Coordinator shall be an active member of the GPVA.
- C. The Volunteer Coordinator shall be elected for a term of one year.
- D. Election of the Volunteer Coordinator may take place at any business meeting of the GPVA by consensus or by a majority vote of members present.
- E. Recall of the Volunteer Coordinator may take place at any business meeting of the GPVA by consensus or by a two-thirds vote of members present.
- F. The duties of the Volunteer Coordinator shall be as follows:
- 1. Recruit Greens (and sympathizers, as appropriate) to assist with Green projects, including but not limited to statewide petition drives.
- 2. Identify relevant skills of volunteers.
- 3. Assist in matching volunteers to projects in need of human resources.
- Strike XV.F.2-5.
- Replace XX.B.2-4. to read,
- 2. "Each officer of GPVA shall be a member of the Interim Committee, with one-half vote."
- 3. "No member of the Interim Committee shall have more than one vote.
