- "The purpose of the Institute is to provide professional education and training to eligible personnel of nations of the Western Hemisphere within the context of the democratic principles set forth in the Charter of the Organization of American States (such charter being a treaty to which the United States is a party), while fostering mutual knowledge, transparency, confidence, and cooperation among the participating nations and promoting democratic values, respect for human rights, and knowledge and understanding of United States customs and traditions." (10 U.S. 2166)
The Western Hemisphere Institute for Security Cooperation (formerly the School of the Americas) must be reformed if it fails to support these provisions of the O.A.S. Charter:
- Article 3 j: "Social justice and social security are bases of lasting peace;"
- Article 3 l: "The American States proclaim the fundamental rights of the individual without distinction as to race, nationality, creed, or sex;"
- Article 3 n: "The education of peoples should be directed toward justice, freedom, and peace."
- Article 49 c: "Higher education shall be available to all, provided that, in order to maintain its high level, the corresponding regulatory or academic standards are met."
PLANNING REFORM
A conspiracy is only illegal if it intends to break the law. Carrying out the law is legal. The government doesn't think it is, because the government confuses its own protection with ours.
Nevertheless, there is a moral obligation to violate unjust laws.
GOALS
- to carry out the law;
- to demoralize anyone who chooses violence;
- to drive torturers up the wall and keep them there until they realize the error of their ways;
- to inform potential victims of torture how they can prevent and thwart it;
- to destroy violence forever.
